In the fall of 2003, Okamoto International Affairs Research Institute (OIARI) and Virtual Foundation Japan (VFJ) kicked off a new collaboration scheme with Biz Matrix, Ltd., a hightech venture firm headquartered in Tokyo, Japan, to develop a new viable telecommunication system. We had tried in vain to build a similar tie-up in 2001 through 2002 then working with Warvix, Inc., an American venture firm in the business of providing low-cost communication satellite services hailing from the East Coast of the United States. The first attempt failed to bear fruit due to a number of technical and financial problems.
What follow are some of the salient features of the services OIARI and VFJ have finally positioned ourselves to offer for the benefit of all organizations, especially NGOs which continue to struggle with tough communication problems in implementing their projects in many of the remote areas of the world.

(1) High-Quality Multilingual and Multiparty Video Conferencing System with Common and Private Chat Boards, Interpreting and Translation Services into and from Japanese, English, Russian, Chinese, Nepali, etc. (At left is the latest video-conferencing site, to which more user-friendly improvements are being made before deciding on the final version)
The above sample conference is participated by one  party from Japan (chairperson or coordinator), the second from Alaska and the third from California. Four more can join them with an extra seat at lower righthand corner for the  interpreter serving all those present.

The OIARI has stepped up its effort to expand the innovative use of digital telecommunications technology in various areas of the VFJ's nonprofit projects around the world with special emphasis on youth cultural and economic exchange activities involving U.S.,  Japan and all Asias inclusive of some of the remote communities beyond the reach of the conventional communication services such as telephone and facsimile.

We intend, first of all, to connect all the urban centers where the above-mentioned languages are spoken so long as there is the Internet connectivity, wired or wireless, terrestrial or satellite. Our new video conferencing services are available to all registered members with interpreting and translation services if needed, all on-line and live.
With this technology and services, it will finally become possible for us to offer a sustainable youth exchange programs between and among all Asian and non-Asian countries where these languages are spoken. In addition to our own NGO projects, we will be glad to assist the fellow international NGOs as well as other organizations inclusive of for-profit ones so long as they are engaged in difficult but worthy overseas activities conducive to the peace and prosperity of the world we all share in common.

Since much of the work is already completed this way, you only have to travel to be at a specific location to meet with your foreign counterparts to "consummate" the agreement.

(3) Conference Documentation Services:

<>Our conference service, with its highly reliable Data Center service utilizing the established facilities of  NTT,  Japan's AT&T,  will be capable of recording and storing both the video images and the entire voice records of all participants inclusive of those of the interpreters for later CD/DVD duplication for the sponsors.
