In the
fall of 2003, Okamoto
International Affairs Research
Institute (OIARI) and Virtual Foundation Japan (VFJ) kicked off a new
collaboration scheme
with Biz Matrix, Ltd., a hightech venture firm headquartered in
Tokyo, Japan, to develop a new
viable
telecommunication system. We had tried in vain to build a similar
tie-up in 2001
through 2002 then working with Warvix, Inc., an American venture firm
in the business of providing low-cost communication satellite services
hailing
from the East Coast of the United States. The first attempt failed to
bear fruit due to a number of technical and financial problems. (1) High-Quality Multilingual
and Multiparty Video
Conferencing System with Common and
Private Chat Boards, Interpreting and
Translation Services into and from Japanese,
English, Russian, Chinese, Nepali, etc. (At left is the latest
video-conferencing site, to which more user-friendly improvements are
being made before deciding on the final version)
The above sample conference is participated by one party from
Japan (chairperson or coordinator), the second from Alaska and the
third from California. Four more can join them with an extra seat
at
lower righthand corner for the interpreter serving all those
present.
The OIARI has
stepped up its effort to expand the innovative use of digital
telecommunications technology in various areas of the VFJ's nonprofit
projects around the world with special emphasis on youth cultural
and economic exchange activities involving U.S., Japan and all
Asias inclusive of
some of the remote communities beyond the reach of the conventional
communication services such as telephone and facsimile.

Our
conference service, using the latest
cutting-edge
digital technology and teams of experienced interpreters/translators
ready to serve from around the world will be a boon to any
organization, profit or nonprofit. It certainly promises to cut down
substantially the overall
cost of international negotiations and discussion of mutual problems in
that most of the interim
negotiations and discussions can be done using these digital tools we
provide, eliminating in the meantime much of the traveling and other
related
expenses certain to be incurred otherwise as well as the precious time
lost. Since
much of the work is already completed this way, you only
have to travel to be at a specific location to meet with your foreign
counterparts to "consummate" the agreement.
(3) Conference Documentation Services:
<>Our conference service, with its highly reliable Data Center service utilizing the established facilities of NTT, Japan's AT&T, will be capable of recording and storing both the video images and the entire voice records of all participants inclusive of those of the interpreters for later CD/DVD duplication for the sponsors. We can also produce well edited conference records including minutes with still pictures in print form if so desired by the sponsors.
