While
technical expertise from outside
does help, what's more important is the community's own willingness to learn and
its people's desire to become the masters of the technologies Both the PARAP group and the community should clearly define the areas of their respective responsibilities from the beginning. The people themselves should take the initiative in owning and utilizing the technologies in use so that the community will acquire its own competence in maintaining a productive process of development without damaging ther own environment. ● The primary area of the PARAP group's responsibility lies in the comprehensive planning of the project designed to activate the life of the community in its entirety. The job breaks down into the following main areas of planning and consultation. (1) The PARAP group shall make a comprehensive field survey in preparation for the implementation of the five component business plans for building the much needed infrastructures. (2) The group shall develop a head-start plan for building and managing the community's micro business projects, one in fisheries and another in agriculture. (3) The group shall also provide the service for the above food-processing projects of developing a marketing plan both for the domestic and international markets. (4) The group shall provide the service of constructing and operating an Internet web site for international exchange mentioned under Item 6 below in order to bring the community in direct contact with their counterparts in the outside world. (5) The group shall arrange and maintain an international eco tour and foreign home-stay programs at cost for the youth of the community. ● The primary areas of the community's responsibility are as follows: The local community shall take on the responsibility of participating in the process of building and installing as well as test-operating both the hardware and the software infrastructures described under five headings below so that there is an assurance that the local capacity is developed of running the integrated system. It will also endeavor to have a positive place in building and operating the micro businesses for the enduring benefit of the community. THE
BASIC INFRASTRUCTURES AND FACILITIES TO BE INTRODUCED
